PL Kształtowanie i prowadzenie polityki przestrzennej, realizowane za pomocą dokumentów planistycznych, jakimi są studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy oraz miejscowe plany zagospodarowania przestrzennego, zgodnie z art. 3 ust. 1 Ustawy z dnia 27 marca 2003 roku o planowaniu i zagospodarowaniu przestrzennym (Dz. U. z 2012 r. pοz.. 647 j.t.) należy do zadań własnych gminy. W myśl art. 1 ust. 2 pkt 4 tej ustawy w planowaniu przestrzennym uwzględnia się m. in. wymagania ochrony dziedzictwa kulturowego i zabytków oraz dóbr kultury współczesnej. Założenia ustawodawcy nie są jednak realizowane za pomocą aktów prawa miejscowego, czego głównym powodem jest brak wzajemnych powiązań ustaw oraz brak konsekwencji w przyjętym sposobie zapisu legislacyjnego dokumentów prawnych.

EN The preparation and introduction of spatial policies, realised by means of planning docu¬ments, which are a study of conditions and directions of spatial development of an administrative commune and local plans for spatial development, according to article 3, paragraph 1 of the law of 27 March 2003 on spatial planning and development (Journal of Laws of the Republic of Poland, 2012 paragraph 647 j.t.), are included into tasks of an administrative commune. Accord¬ing to article 1, paragraph 2, point 4 of the abovementioned law spatial planning should include, among other things, problems of protecting cultural heritage, historical objects and modern cultural assets. However, the assumptions of the legislator are not reflected in documents of local regulations, which is caused by the lack of connections between laws and the lack of consequences in terms of the method of writing legal documents.
