Abstract

EN Rate-Distortion Optimized Quantization (RDOQ) is an encoding optimization technique that may be applied to any transform-based compression technique preserving bitstream compliance with the standard. In the paper, the application of the RDOQ to Motion JPEG is described and evaluated. The proposed solution includes blocklevel optimization with picture-level Lagrange multiplier estimation. Performed evaluation results in higher compression ratios as compared to typical Motion JPEG.
