PL Zjawisko „inflacji prawa” dotyczy wszystkich, w tym instytucji rynku emerytalnego. Muszą one funkcjonować, uwzględniając coraz to więcej obowiązków przyjmujących formę zarówno ilościową, jak i jakościową. Chociaż przekłada się to na wyższy poziom bezpieczeństwa oferowanego klientom, to jednocześnie generowane są olbrzymie koszty, zwłaszcza koszty compliance. Ich systematyczne przyrosty mogą negatywnie wpływać na efektywność instytucji rynku emerytalnego. Sposobem na ich obniżenie i poprawę efektywności może być implementacja narzędzi RegTech. Dzięki zastosowaniu nowoczesnych technologii narzędzia te mogą wspierać funkcjonowanie instytucji. Dodatkowo ich wdrożenie umożliwia szybką adaptację względem zmiennego otoczenia regulacyjnego. Jednocześnie zmniejszeniu ulega luka technologiczna, jaka występuje pomiędzy instytucjami rynku emerytalnego a instytucjami nadzorującymi je. Celem artykułu jest zaprezentowanie możliwości, jakie oferuje RegTech. Przyjęta została hipoteza, iż implementacja narzędzi RegTech pozwoli obniżyć koszty compliance, co przełoży się na poprawę efektywności. Wśród zastosowanych metod badawczych należy wspomnieć metodę deskryptywną, metodę analizy literatury oraz metodę wnioskowania logicznego. Przedstawione w artykule korzyści wynikające z zastosowania RegTech pozwalają pozytywnie zweryfikować przyjętą hipotezę. Narzędzia zaliczane do tej grupy nastawione są na działanie długoterminowe, w związku z czym mają wpływ na efektywność instytucji, zwłaszcza efektywność kosztową.
EN The phenomenon of overregulation applies to all sectors, including institutions of the pension market. They have to function with an increasing number of obligations, both quantitative and qualitative. Although this translates into a higher level of security offered to clients, at the same time huge costs are generated, especially compliance costs. Their systematic increases may adversely affect the efficiency of pension market institutions. The implementation of RegTech tools can be a way to reduce these costs and improve efficiency at the same time. Thanks to the use of modern technologies, they can support the day-to-day functioning of the institution. Their implementation enables quick adaptation to the changing regulatory environment. At the same time, the technology gap between institutions of the pension market and their supervising institutions is narrowing. The aim of the article was to present the possibilities offered by RegTech. The hypothesis was adopted that implementing RegTech tools will reduce compliance costs, which will translate into improved efficiency. The applied research methods include the descriptive method, the method of literature analysis and the method of logical inference. The benefits of using RegTech presented in the article confirmed the adopted hypothesis. Tools included in this group are focused on long-term operation, therefore they have a real impact on the efficiency of these institutions, especially cost efficiency.
