Abstract

EN The accelerated pace of economic growth and civilizational development of humanity in recent decades objectively actualizes the issues of quality of life and human well-being, a safe and healthy environment, as well as rational use of natural resources to ensure the well-being of future generations. These problematic issues became the focus of the concept of "green economy” and activated wide discussions among scientists and practitioners at the national and international levels, which led to the emergence of a generally recognized scientific concept of sustainable development, as well as a number of practical initiatives regarding its implementation at the national and international level. In our opinion, this concept deserves attention in the context of the search for scientifically based ways of post-war reconstruction of Ukraine's economy and stimulation of it balanced social and economic development. At the same time, increased attention to the concept of sustainable development as a long-term doctrine of the development of modern society based on the triad of balanced development of the economic, social and environmental spheres actualizes the search for ways of scientific and methodological investigation of ways to achieve the specified goals. In our opinion, one of the relevant ways of scientific substantiation of achieving the goals of sustainable development is the methodological basis of the concept of "green economy”, which provides for the so-called mechanisms of "greening" of the economy, namely: increasing the share of "green sectors of the economy” in GDP; increasing the share of country's population employed in the "green sectors of the economy”; increasing in public and private investments directed to "green sectors of the economy”; "separation" of economic growth from excessive use of resources and negative impact on the environment; changes in the structure of aggregate consumption, in which the share of environmentally friendly products and services will grow. That is, sustainable development remains an important long-term goal, and the "green economy” substantiates the path to sustainable development, and therefore deserves special attention in the context of the need for its scientific and theoretical justification. It should also be noted that the general civilizational trends of the socialization of economic development led to the actualization of the issue of the socialization of the “green economy” and the emergence of the concept of an “inclusive green economy”, which methodologically combines three components: economy; ecosystem and public welfare. The purpose of the economic component is economic and resource efficiency; the goal of the ecosystem is to ensure ecological sustainability, and the goal of public welfare is to increase social equality and access opportunities for all members of society to the formation and use of public benefits. This approach requires the maximum accumulation of financial, production, technological, natural and human capital to ensure harmonious and balanced socio-economic development. In our opinion, such methodological position should be used to approach the post-war reconstruction of Ukraine's economy, which, as a result of Russia's long-term military aggression, is experiencing significant not only material and human losses, but also significant environmental damage. This necessitates the formation of a national strategy for the post-war reconstruction of Ukraine on the base of the inclusive green transformation of the Ukrainian economy and the accumulation of efforts in its development and implementation by all interested parties: the state, international organizations, enterprises and organizations, as well as civil society.
