Abstract

EN Development of demand-side resources becomes a necessary condition for granting the security of electricity supply in the case of falling adequacy of power generation. In the article the analysis of endangerments in Polish power system operation in 2012 was performed basing on the high values of balancing market prices. For the set of 50 critical hours with prices higher than 500 zł/MWh the surplus of active generation units (JWCD) balancing bids over the forecasted load and the difference between the day ahead forecasted JWCD load and the real time JWCD load value was determined. Taking into account the limited adequacy of generation bids to cover the forecasted demand the analysis of market reaction to the potential participation of the demand side bids in balancing market was conducted and the value of DSR resources on the level of 1000 MW was found to effectively improve the balancing process in critical hours. One of the appropriate tools to create the DSR resources of the demand side in critical situations described above seems to be the critical peak pricing program. The problems to be resolved to implement the relatively simple idea of such program were addressed and the ways to use effectively the price elasticity of customers were discussed. The possibilities to acquire the DSR resources on low voltage level were also analysed.
