Abstract

EN This document presents a technology proposal related to RoI-based coding methods for Video Coding for Machines. It consists of RoI-based preprocessing and image retargeting. The proposed technology is normative, as additional syntax elements are required to reconstruct the video. The considered tools have been originally submitted by Poznań University of Technology as a part of response [1] to “Call for Proposals for Video Coding for Machines" [2]. An initial description and the coding results of previous implementations is provided in [1, 3, 4, 5]. In the current version the proposal has been redesigned, improved and merged with ideas and implementation introduced by ETRI and Myongji University [6], which is currently adopted to VCRS [7] from VCMRS v0.6 [8]. Therefore, the proposed technology is a replacement for the current RoI-based tools.
